Many people are interested in multisite and I don't know what it will be look like. However, is there any different between multisite and multi database for a single site?

For me, it would be great enough if one site can have different databases for each language/country base. For example, at the registration, if people choose their preferred language, then they will be in that language group or a country group. So when they login they will see that language. But the engine should have an option for multi language for those want to be globalized. Please advise.
