Invalid CRT parameters detected

#1.6 #2.0 #bug #to-dos-app found a bug for the to-do app. I wanted to create a new list where a message occurs under the description-field:

Warning: Invalid CRT parameters detected in \libraries\koowa\date\date.php on line 261

Priority: highest

This happens only on my local machine. So To-Do closed.
